Pavers
Pavers flex a little with frost. A single stained or cracked unit can be lifted and replaced. They need a compacted stone base, edge restraint, and polymeric sand. Skip those and the driveway will creep.
Concrete
A well-jointed concrete slab is clean and even. It does not like poor drainage or a thin base. When a slab heaves, you usually replace a section, not one paver. Control joints and a proper pitch away from the house matter more than the mix brand.
